01Purpose and scope · 목적 및 적용 범위

These Terms of Service (the “Terms”) govern use of neis.me (the “Site”) features related to YouTube, including the public directory at /2026/youtube/ and any non-public tools operated by the Site operator that call YouTube API Services solely to publish or maintain content on channels owned by the operator. They set out conditions, procedures, and rights and obligations between the operator and users.

The Site’s general terms, if any, remain at /terms.php. These Terms are a supplement focused on YouTube API use. If the general terms and these Terms conflict on YouTube-specific matters, these Terms prevail for that scope. If these Terms conflict with mandatory provisions of applicable law, the law prevails.

02Definitions · 정의

  1. YouTube API Services — YouTube Data API and related Google APIs/SDKs used to interact with YouTube.
  2. User — Anyone who uses the Site’s YouTube-related features (including visitors to the public page).
  3. Authenticated user — A user who has completed Google OAuth 2.0 and granted the Site or operator tools specific scopes.
  4. API data — Information received from YouTube API Services in connection with the covered features.
  5. Operator — The individual operating neis.me (권오현), including non-public automation used only for operator-owned channels.

Where an external agreement conflicts with these Terms, the stricter or more specific rule required by Google/YouTube for API clients generally prevails for API-related conduct.

04Description of services · 서비스의 내용

English

The Site may use or display YouTube API Services to:

  1. List outbound links to channels operated by the operator and describe them with text maintained on the Site.
  2. In the future, display limited public metadata (for example titles or statistics) for operator-owned channels, using minimum necessary scopes.
  3. Where OAuth is used, show authenticated users only their own permitted channel or video metadata inside the Site’s UI.
  4. Allow operator-only tools to upload, update, caption, thumbnail, or comment on the operator’s own videos, consistent with Privacy Policy.

The operator may change or discontinue features after reasonable notice where practicable.

05User obligations · 이용자의 의무

  1. Users must comply with these Terms, YouTube’s and Google’s policies, and applicable laws.
  2. Users must not:
    • Use bots, scrapers, or unauthorized automation against the Site’s YouTube-related endpoints.
    • Attempt to evade API quotas or abuse multiple identities to circumvent limits.
    • Resell, broadly redistribute, or permanently warehouse API data outside permitted uses.
    • Authenticate using another person’s Google account without authorization.
    • Use API data for advertising, unauthorized marketing analytics, or unrelated ML training.
  3. Users are responsible for securing their Google accounts. If tokens may be compromised, revoke access at Google Account Permissions and notify the operator.

  3. 이용자는 Google 계정 보안을 스스로 관리해야 하며, 토큰 유출이 의심되면 Google 계정 권한에서 즉시 권한을 회수하고 운영자에게 통지해야 합니다.

06Operator duties (Limited Use) · 운영자 의무

The operator will follow the Google API Services User Data Policy Limited Use requirements, including:

운영자는 Google API 서비스 사용자 데이터 정책의 Limited Use 요건을 따릅니다. 예를 들어:

  • 04절에 기술된 목적으로만 API 데이터를 사용합니다.

07OAuth grant and revocation · 인증 및 해제

  1. Authenticated users may grant OAuth scopes required for the feature they use.
  2. Users may revoke grants at any time via Google Account Permissions. From revocation, the Site and operator tools must not access data under that grant.
  3. The operator will invalidate stored tokens and delete cached API responses when revocation is detected or requested, as described in the Privacy Policy.

08Suspension and enforcement · 이용 제한

  1. If a user violates these Terms or mandatory YouTube/Google rules, the operator may suspend YouTube-related access without prior notice where reasonable to protect channels and compliance.
  2. If Google notifies the operator of policy issues, the operator will remediate promptly and may block offending access paths or tokens.

09Disclaimer · 면책

  1. The operator is not liable for outages or changes originating from YouTube/Google API Services or policy updates.
  2. API-derived information is not warranted as complete or error-free; it depends on Google’s systems.
  3. The operator is not liable for losses caused by user misconfiguration, credential leaks, or unauthorized account use attributable to users.
  4. Content on linked YouTube channels remains subject to YouTube and each channel owner; the Site does not control third-party channel policies.

10Changes to these Terms · 약관 변경

  1. The operator may revise these Terms to reflect legal or product changes. Updates will be posted on this page with a revised “Last updated” date.
  2. Continued use after changes constitutes acceptance where permitted by law. If you disagree, stop using YouTube-related features and revoke OAuth grants.

11Governing law and disputes · 준거법 및 분쟁

  1. These Terms are governed by the laws of the Republic of Korea, without regard to conflict-of-law rules that would apply another jurisdiction’s laws to consumers in a manner prohibited by mandatory consumer protection.
  2. Parties will attempt good-faith negotiation before litigation.
  3. If negotiation fails, courts shall have jurisdiction as determined under the Civil Procedure Act of Korea.
